The Express Lanes benefit all who drive on the I-405, even those who don’t drive in the Express Lanes. Since the Express Lanes will be flowing freely, they’ll be able to accommodate a large volume of traffic. That means fewer people in the regular lanes and improved commute times even in the regular lanes.
